The site was originally licences as two 20 storey towers in 1994 with an estimated capital of USD$30million but work on the project could not start as the foreign partner, a Hong Kong company, was facing financial difficulty due to the Asia's economic crisis in the late 1990s. The project later was scaled down and bought by Hamon Property Vietnam Ltd, an affiliated of Hamon Investment Group of Hong Kong, and the House Trading and Management Company under the HCMC Service of Construction.
